SHARE's future available toolbox
To ensure that SHARE’s tools are realistic, unbiased and efficient, they will be elaborated with the input from all concerned stakeholders. SHARE’s network members ( Permanent Technical Panel) will evaluate them and contribute by giving feedback, data and results.
Software & online tools
SHARE's software implements a multicriteria approach (MCA) to assess and compare different management alternatives of hydropower plants and rivers. It will help decision makers to weight and balance all river-related issues, in order to take transparent and well informed decisions where hydropower is involved.
The MCA methodology will include scientific knowledge related to HP and river management. The MCA brings to light all stakeholders and issues regardless of influence, economic importance, notoriety, authority. Based on this global approach, the MCA proves to be especially helpful where a single-criterion approach falls short and where environmental, technical, economic and social criteria can’t be quantified by monetary values.
A guidebook for policy-makers
A guidance book, tutorials and training activities will be available online. They will enable to master SHARE's tools.
The software and the guidebook will be the foundations of a practical decision support system.
11 Pilot Case Studies will also implement this decision support system on various mountain basins (in the 5 alpine countries involved) to test & adjust it.
Databases focussed on the alpine region
Several databases will be created; facilitating information search about a given zone.
- The legal database gathers local, national and international laws & legal framework regarding: hydropower, river management and competent authorities involved in their implementation.
- The contacts and organisations databases list interlocutors concerning SHARE topics in Alps. They identify who must or should be consulted for a HP project.
- The environmental databases gather information on rivers to characterize their typology and their vulnerability profile (based on the Water Framework Directive classification). They provide useful indicators for monitoring the river status, carrying out an environmental impact assessment or classifying scenarios of water use optimisation.
